Biographical History

In 1976, The Institute for Public Interest Representation of the Georgetown University Law Center in Washington, D.C. (INSPIRE), published a study on the history of appointments of commissioners to the Federal Trade Commission and the Federal Communications Commission. Appointments to the Regulatory Agencies: The Federal Communications Commission and the Federal Trade Commission (1949-1974), examined regulatory appointments over 25 years and five administrations. Events and details of 51 appointments were investigated and the result was an analysis of how regulatory appointments are made. The study was authorized jointly by the Senate Committee on Commerce, chaired by Sen. Warren G. Magnuson, and the Senate Committee on Government Operations, chaired by Sen. Abraham Ribicoff, to assist them in their efforts to reform the appointments process. James M. Graham and Victor H. Kramer directed the study, which was funded by The Ford Foundation.
