In 1837 Miller moved to Gonzales, Texas, where he advertised his services as an attorney. From November 2, 1840 to February 5, 1841, he represented Gonzales County in the House of Representatives of the Fifth Congress of the Republic of Texas. He served as private secretary to Sam Houston in 1841 and 1842, and was a member of the party called out to meet the Vasquez Expedition in 1842. Following that campaign, Miller, in partnership with William H. Cushney, published the National Register newspaper at Washington, Texas. Miller moved to Austin in 1845, and on January 1, 1848 was named Secretary of State by Governor George T. Wood, an office he held until January 2, 1850. From 1851 to 1853, he served as Secretary of the Senate in the Fourth Texas Legislature. Some time after his service in the Fourth Legislature, he became publisher of the Texas Democrat newspaper. Miller moved to Galveston in 1861, and died there on September 19, 1866.
