Biographical History
The State Regional Planning Committee was established by legislative action (Laws of 1931, chapter 124). Attached to the Highway Commission (see WIHV85-A1883), the committee consisted of the State Chief Engineer, the State Health Officer, the Director of Conservation, and one member each from the Highway Commission, Industrial Commission, and the Public Service Commission of Wisconsin. The state Director of Regional Planning, Martin M. Torkelson, served as the committee's executive officer. In 1935, the committee became an independent agency, the State Planning Board (see WIHV86-A39) (Wis. Laws, 1935, chapter 165).
Among the committee's activities were developing plans for river valley zoning; mapping and measuring fresh water springs in undeveloped areas; and designating areas suitable for state parks and valley parkways.
