Biographical History

Committee formed August 1959 to have a convention be approved by the voters in the 1960 election for reapportionment of the Iowa General Assembly. The officers were William B. Quarton, Cedar Rapids, president; Lumond F. Wilcox, Jefferson, vice-president; Mrs. Fred Doderer, Iowa City, secretary; Jonathan M. Fletcher, Des Moines, treasurer. Jack Mills, Des Moines, was executive director and there were sixteen directors. This committee functioned from August 1959 until the election in November 1960. In spite of tremendous amounts of time, energy and effort expended the question of a Constitutional Convention as the best means of obtaining reapportionment of the General Assembly was defeated.
