Biographical History
James A. Hayes, a lifelong Republican, served on the Long Beach City Council (1963-1966). He then represented the Thirty-ninth District in the California State Assembly. He chaired the Committee on the Judiciary. He authored landmark legislation reforming California's divorce laws, and sponsored laws creating a consumer protection agency and a coastal management body to protect California's coastal areas. In 1972 he was elected to the Los Angeles County Board of Supervisors, serving as its chairman in 1975. From 1972 to 1979 he served as a member of the California Coastal Zone Conservation Commission. From 1972 to 1976 was president of the Southern California Association of Governments. At the time of the interview he was an attorney in private practice and a governmental consultant in Rolling Hills, California.
