Biographical History
The Association was organized in 1894 as the Rock Creek Church Road and Vicinity Citizens Association. The Association's name was changed to Woodburn and finally Chillum Heights in the 1930s. The Association since its founding worked to improve its northeast Washington, D.C. community through lobbying and other activities, including opposing the erection of gas storage tanks at Riggs Road in the 1930s, lobbying for better schools, creating recreation programs to combat juvenile delinquency around the 1960s, and supporting D.C. home rule and suffrage.
