Biographical History

On Sept. 25, 1941, the Joint Army and Navy Committee on Welfare and Recreation announced the appointment of a Sub-Committee on Music to advise the Army, Navy, and Marine Corps on all matters pertaining to musical activities at military camps and reservations during and after World War II. The sub-committee was also to aid in coordinating plans for musical entertainment of soldiers in communities outside the camps and stations. Harold Spivacke, chief of the Music Division at the Library of Congress, was named chair.
