Biographical History

Founded in February 1947, the Philadelphia Youth Council was headed by Annette H. Richards and Joseph W. Reilly, who were also the chairpersons of the Philadelphia Committee for Amnesty for All Objectors. The Youth Council's Statement of Purpose was "to educate the public, particularly the youth as to the evils existent in any form of compulsory military training ... to work for the international abolition of conscription." The Council's membership was composed of organizations rather than individuals. There was occasional controversy between the socialist and communist factions. This Council was not run by young people, though the name seems to imply that it was.
