William J. LoPiano was born in Massachusetts in 1926. He received a bachelor's degree from Ottawa University and doctoral degrees in 1951 from Palmer College of Chiropractic and in 1953 from Los Angeles College of Chiropractic.
LoPiano arrived in Tempe in 1952 and served in a number of Republican political organizations. He was elected to terms with the Tempe Board of Adjustment (1960), the Board of Freeholders (1964), and the City Council (1966-1974). He served as mayor of Tempe from 1974 to 1978. LoPiano was also active in a variety of civic and professional organizations, including the Arizona League of Cities and Towns, the Maricopa Association of Governments, the American Chiropractic Association, Rotary International, Tempe Boys Club, and the Arizona Academy.
