George Foster Shepley, a Dartmouth graduate and son of a U.S. Senator and Supreme Court Justice, accompanied General Butler's expeditionary forces to New Orleans, La. After the capture of the city on May 1, 1862, Shepley was appointed by Butler to serve as the post commander of the city. Shepley held this position until the election of Gov. (Michael) Hahn in the spring of 1864. Additionally, in July of 1862, Shepley was promoted by Butler to brigadier general.

Born in Maine, George Foster Shepley graduated from Dartmouth College in 1837, practiced law at Bangor and Portland, Me., and served as U.S. District Attorney for Maine (1853-1861). During the Civil War, Shepley was a colonel in the 12th Maine Infantry Regiment, was appointed a brigadier general in July 1862, was military governor of Louisiana (1862-1864), commanded the military district of eastern Virginia, and served as military governor of Richmond, Va. (April-July 1865). He later served as U.S. circuit judge for the first circuit of Maine (1869-1878).
