Learnard was born in Fairfax, Vermont on November 14, 1832, and died in Lawrence, Kansas on November 6, 1911. He was an attorney, Civil War veteran, a newspaper publisher, and an organizer of Burlington, Kansas.
Oscar Eugene Learnard was born 14 November 1832 in Fairfax, Vermont. He attended Bakersfield Academy but had to interrupt his studies due to ill health, spending some time traveling. Eventually he completed his degree at Albany Law School and after completing his studies in 1855 moved to Lawrence, Kansas territory. After the state government was established, he became judge of the 5th Judicial Circuit. With the outbreak of the civil war, Learnard resigned his position on the bench and entered the 1st Kansas, with the rank of lieutenant colonel. He served two terms in the State Senate; was superintendent of the Haskell Institute for one year; was for 25 years special attorney and tax commissioner for the Kansas City, Fort Scott & Memphis Railroad Company; and in 1884 bought the Lawrence Daily Journal, which he published until it was succeeded by the present Journal Company. Oscar Learnard died at Lawrence on 6 November, 1911.
