In 1942, The United Steelworkers Constitution created the International Executive Board (IEB), which consisted of union officers including an International President, Vice-President (Administration), Vice-President (Human Affairs), Secretary and Treasurer, District Directors and the National Director of Canada. The IEB, required to meet twice yearly, carries out the instructions of the International Convention and between Conventions, directs the affairs of the International Union, making it the second highest policy-making group in the union, second to only the general membership. The IEB has the responsibility of managing the funds and properties of the International Union as part of administering the affairs of the USWA. The Board also audits the books of the International Treasurer, reviews and decides International appeals and make determinations regarding the suspension and revocation of local union charters.
