Biographical History
During the Civil War, Wilbur served as assistant surgeon of the 59th Ohio Infantry (November 1861-June 1862) and then as assistant surgeon (August 1862-June 1864) and surgeon (June 1864-August 1865) of the 95th Ohio Infantry. In 1865 he was the organizing head of the Experimental School for the Instruction and Training of Idiots and Feeble-Minded Children in the State of Illinois, in Jacksonville. The school later moved to Lincoln, was often renamed, and eventually became the Lincoln Developmental Center. Wilbur stayed until the 1880s when he founded a similar private institution in Kalamazoo, Michigan.
