Kerner was a Chicago lawyer, U.S. attorney for the Northern District of Illinois, county judge, Illinois governor (1961-1968), and court of appeals judge, from which post he was removed after a criminal conviction. He spent some months in the Federal Correctional Institution at Lexington, Kentucky.

Illinois political (Democrat) family with Kerner Sr. serving as Attorney General of Illinois from 1932-1938, until appointment to the United States Court of Appeals on which he served until his death in 1952 and Kerner, Jr. serving as Governor of Illinois from 1960-1968. In 1968 he was appointed judge of the Federal Court of Appeals. Otto Kerner, Jr. was married to Helena Cermak, the daughter on Anton J. Cermak, the mayor of Chicago from 1931-1933.
