Small, a farmer, banker, and newspaper publisher from Kankakee, Illinois, was a state senator (1901-1902), state treasurer (1904-1908, 1916-1920), and governor (1921-1929).
Two term governor of Illinois (1921-1929), state treasurer (1904-1908, 1916-1920), state senator (1901-1902) and assistant U.S. treasurer in charge of the sub-treasury at Chicago (1910). A farmer, banker and newspaper publisher from Kankakee, Small is best known for his intensive road construction and establishing the highway patrol during his service as governor.
His time as governor was marred by several lawsuits brought by the Attorney General Edward J. Brundage, who charged Small with pocketing interest due the state during his second term as state treasurer.
