Biographical History

Frank B. Bourn served as a clerk in the office of the Secretary of War. In 1899 he accompanied Major John Tweedale, U.S. Army, from Seattle to Skagway and Sitka, Alaska to obtain information for the Secretary of War from ten Chilkat Indian Chiefs and Subchiefs around Klukwan, Alaska. George Kostrometinoff served as interpreter for these testimonies which provided information on the tribes contacts with Russians before the purchase and facts relative to the Alaska/Canadian boundary settlement.[Source of Information: Senate Document 162, 58th Congress, 2nd.
