It is not known who was responsible for this collection of printed and manuscript items relating to the history of the Post Office or when it was assembled. The inclusion of some material relating ot Shropshire may indicate a regional origin.
By decree of the Council of State in 1652, correspondence to and from members of Parliament and certain state officials was sent at no charge through the post. This system of free postage, or franking, lasted until the introduction of the Penny Post in 1840, and caused enormous losses in revenue to the Post Office and therefore the government.
