Sam M. Gibbons was born in Hillsborough County in 1920. He served in the Florida State Legislature during the 1950s and played a major role in the founding of the University of South Florida. In 1962, he won the newly created United States Representative seat, which he held until his retirement in 1994.
Congressman Gibbons served in the United States Army during World War II. He participated in the invasion of France at Normandy.
