Governor of Tasmania (1904-1909), Western Australia (1909-1913) and New South Wales (1913-1917).

Born in Malta and educated in England. Was a member of the Malta Legislative Assembly between 1921-1930 and Prime Minister of Malta between 1927-1930. He was also Governor of three states of Australia between 1904 and 1917: Tasmania (1904-1909), Western Australia (1909-1912) and New South Wales (1912-1917).
