Richard M. Bissell served as economic adviser to the director of War Mobilization and Reconversion, 1945 to 1946, and served as deputy director, 1946. He also served as executive secretary of the President's Committee on Foreign Aid (Harriman Committee), 1947 to 1948; assistant administrator for the Economic Cooperation Administration (E.C.A.), 1948 to 1951; and acting administrator of E.C.A., September to December, 1951.
