Biographical History
Edgar Rickard (1874-1951) was director of the Commission for Relief in Belgium from 1914 to 1925, assistant U.S. Food Administrator from 1917 to 1919, director of the American Relief Administration from 1919 to 1929, and president of the Belgian-American Educational Foundation from 1933 to 1941. From 1941 gto 1951, Rickard was a member of the advisory board of the Hoover Institution on War, Revolution and Peace.
