Biographical History

The Texas Civil Rights Project (TCRP) began operations in Austin, Texas, as of September 23, 1990. The dates indicated also include the original charitable status application with the U. S. Treasury Department. James C. Harrington, former Legal Director of the Texas Civil Liberties Union Foundation (TCLU), settled disputes with TCLU in September 1990, and immediately set up the TCRP. The agreement ended financial and ideological conflicts and turned all legal operations over to the infant TCRP. First and fourth amendment issues, along with legal assistance to disenfranchised populations demonstrates the intent and outreach of the TCRP.
