Ruth Alice Burroughs was born on January 11, 1909 to Ira Elbert and Sadie May (Congdon) Burroughs of Charlotte, Vermont. She was descended from Ethan and Ira Allen's uncle, Samuel Allen "III" (1706-1755?) of Northampton, Mass. through their descendant, Submit Allen (1813-1885), who married Stephen M. Burroughs. On June 28, 1935, Ruth married Joseph Cleveland Carter (1908-1995) of Corinth, Vermont, son of Karl Eben Carter and Georgia Amelia Cleveland of Corinth. She had graduated from the University of Vermont in 1931 with a Bachelor of Philosophy degree and most of her career was spent in education at the high school level in Vermont. After 1946, when her husband was a professor of journalism at Temple University, she also taught in the Philadelphia area.
From 1966 until 1982, Mrs. Carter was employed by the White-Williams Foundation, a non-profit organization which provided counseling for young workers and scholars, education aid for young girls, and support for needy students. Now known as White-Williams Scholars, this organization awards monthly stipends to high-achieving, low-income public high school students. Mrs. Carter later became a trustee and the Executive Director. She was also a member and office-holder in the American Association of University Women, the Daughters of the American Revolution, Society of Mayflower Descendants, and Women for Greater Philadelphia. Ruth Alice Carter died on Oct. 16, 2002 in Williston, Vermont at the age of 93, having resided in Glenside, Pennsylvania, for many years.
