Biographical History
The Lockefield Garden Apartments (Indianapolis, Ind.) were built between 1935 and 1937 as a federal Public Works Administration project. The apartments were segregated, located on twenty-two acres bound by Indiana Avenue, and Blake, North, and Locke streets. The N.P. Severin Company (Chicago) were the principal contractors and Russ and Harrison the architects. The complex consisted of 748 units within twenty-four buildings specifically for African-American residents. Other features included playgrounds and commercial properties. Lionel F. Artis was the housing manager at the apartments until his retirement in 1969.
