The Institutional Council of Utah State University duties included facilitating communication between the State Board of Regents and the university, assisting in fund raising and development projects to supplement university appropriations, strengthening alumini and community identification with the university's traditions and goals, and selecting persons to be recipients of honorary degrees.

The Utah State Board of Regents governs the Utah system of higher education. In 1981, this included University of Utah, Utah State University, Weber State College, Southern Utah State College, Dixie College, Snow College, the College of Eastern Utah, the Utah Technical College at Provo, and the Utah Technical College at Salt Lake.
