Biographical Note: Winter (1921-90) was trained as a lawyer and spent most of his career as a judge first for the U.S. District Court for the District of Maryland (1961-66) and then on the U.S. Court of Appeals for the Fourth Circuit (1966- ).
Harrison L. Winter was born in Baltimore in 1921. He graduated cum laude from the Johns Hopkins University in 1942 and received his law degree from the University of Maryland Law School in 1944. Judge Winter was in private practice with the firm Miles, Walsh, O'Brien and Morris (later Miles and Stockbridge) from 1946-48 and 1951-59. Before being appointed judge, he served in several public offices. From 1948 until 1951 Winter served as assistant attorney general for the state of Maryland, and from 1954 until 1955 he served as deputy attorney general for the state. In 1959 Winter was appointed Baltimore City Solicitor, a position he held until1961. Winter served as a judge for the U.S. District Court for the District of Maryland from 1961 until 1966. He was appointed Associate Judge of the U.S. Court of Appeals for the Fourth Circuit in 1966 and Chief Judge of this court in 1981. Judge Harrison L. Winter died in Baltimore, MD in 1990.
