The United Order Movement was started by Brigham Young (1801-1877) as a cooperative communal strategy to bring economic and moral reform to Utah. The United Order of Oak City's initial officers were Platte De Alton Lyman (1848-1901), president; Peter Anderson, treasurer; George Finlinson, clerk; John Lovell, farming superintendent; John W. Dutson, assistant; Platte De Alton Lyman and George Finlinson, appraisers. The community initially consisted of approximately 115 Mormons and their rules were adopted from those of the United Order of Saint George, Utah.
