Biographical History
The Governor's Select Committee on Judicial Needs (commonly known as the Cox Committee) was appointed by Governor Dukakis on January 13, 1976 and given the task of making legislative and administrative recommendations to reduce the backlog in the state court system through legislative and other actions intended to increase the efficiency of the judicial system. The twenty member committee was chaired by Archibald Cox. A committee report was issued in December 1976 that recommended legislation toward the implementation of its findings. Despite the committee's efforts during the following year, 1977 H 4400 was not enacted, but reform legislation was passed in 1978 (St 1978, c 478).
