William H. Fleming was a lawyer, a member of the Georgia state legislature and a member of the U.S. House of Representatives (1897-1903).

William "Willie" Henry Fleming, a lawyer from Augusta, Georgia, was a friend of Alexander H. Stephens, and he borrowed $100 from Stephens in 1874. The payoff of this loan is the first piece of correspondence in the collection, and money borrowing continued to be the topic of many of the letters.
