Biographical History
The New Mexico Board of Educational Finance was created in 1951 (1951 NM Laws, Chp. 190, Sec. 2). In 1973 the Board was also designated as the Commission on Postsecondary Education for federal funding purposes (1973 NM Laws, Chp. 233, Sec 1-7). In 1977 the Board of Educational Finance was administratively attached to the Educational Finance and Cultural Affairs Department (1977 NM Laws, Chp. 246, Sec. 7). In 1979 the Board was detached from the Educational Finance and Cultural Affairs Department and administratively attached to the Department of Finance and Administration by Executive Order 79-48. In 1986 the name of the Board was changed to New Mexico Commission on Higher Education and the duties were expanded (1986 NM Laws, Chp. 24, Sec. 7, 10). The Commission remains administratively attached to the Administrative Services Division of the Department of Finance and Administration. The functions of the Commission on Higher Education include insuring equitable funding of the state institutions of higher education, providing training for the regents of the governing boards of these institutions, and conducting audits of these institutions.
