Writer, researcher for Michael J. Howlett's Keepers of the Seal: A History of Illinois Secretaries of State.

Born Elizabeth Boll in Redoak, Iowa, on November 27, 1909. Attended Redoak Junior College, graduated in music. Married Howard Rissler; both families in the newspaper business. Informational representative for the state of Illinois, in which capacity she wrote speeches, interacted with the public, and served as a liaison between government and its citizens. Collaborated to create the booklet entitled "Washington Street Mission". Wrote articles for Redoak newspaper. Wrote fictional short stories for which she won the National League of American Penwomen for Fictional Short Stories award.
