In 1964, the Academic Policy Committee submitted to the Faculty Council a report recommending the elimination of all undergraduate education programs at the University of Utah so that teacher education could be improved by an upgrade to a graduate program. This report received unanimous approval from the Faculty Council. The College of Education responded to the Committee's recommendations by issuing its own report stating its full agreement with the proposed upgrade ot teacher education at the University.
