BIOGHIST REQUIRED Educator & librarian. He was Director of the Historical Records Survey, Director of the Legislative Reference Service at the Library of Congress, Librarian of Congress from 1945 to 1953, Director General of UNESCO, and Director of the international and legal collections at the Columbia University Libraries, 1962-1971.

Born is Bastrop County, Texas in 1902, Evans received his bachelor's (1923) and master's (1924) degrees from the University of Texas at Austin and his doctorate from Stanford University (1927). He taught political science at New York University, Dartmouth, and Princeton (1927-1935) and directed the W.P.A. Historical Records Survey (1935-1939) before joining the Library of Congress staff. He served as Librarian of Congress from 1945-1953 and helped draft the Universal Copyright Convention at Geneva in 1952. Involved with Unesco from its inception, he was the director-general from 1953-1958. He was director of international collections at the Columbia University Library until his retirement in 1971. Evans died in San Antonio, Texas in 1981.
