Founded in 1976 by Lee Campbell and others, Concerned United Birthparents was originally made up of birthparents who sought reform of adoption laws, including opening birth records to adoptees and their birthparents. Originally based in Milford, Massachusetts, CUB had 2,000 members by the late 1990s. It sought to educate the public on issues concerning birthparents, aided members in their search for surrendered children or birthparents, and provided clinics and support groups for birthparents and other adoption-affected people. Viewing adoption as largely a second-best option, CUB also provided counseling to "prevent the unnecessary separation of natural families." CUB published the Communicator, Leader's Journal, and Family Advocate. As of 2007, the organization was headquartered in Encinitas, California, and sponsored eight branches having about four hundred members.
