Robert Lee Bullard (1861-1947) was born, Opelika, Alabama. He participated in the operations in Cuba, as commander of the 3d (Negro) Alabama Volunteers and commanded the 39th Volunteer Infantry during the Philippine Insurrection. He served as district governor on Mindanao from 1901 to 1904, and in the provisional military government of Cuba from 1906 to 1909. After graduation from the U.S. Army War College in 1911, he became commander of all National Guard forces along the Mexican border in 1916. In June, 1917, he was promoted to brigadier-general, and commanded a brigade of the 1st Infantry Division in France, and then was promoted major-general and made commandant of the infantry specialist schools in France, and subsequently the commander of the 1st Division. He led the 1st Division in the first independent American attack of the war, at Cantigny, May 28, 1918, and became commander of the III Corps, leading at the Aisne-Marne and Meuse-Argonne offensives.
