The SIO Staff Council was created by SIO Director Roger Revelle in 1957 under Standing Orders of the Regents 8 Article 3 and 9 article 2(c) which gave campus executive officers authority for to create an Advisory Administrative Council. The first meeting of Staff Council was held on 19 August 1958. In 1958 Revelle appointed a committee to outline the functions and operation of Staff Council. It developed draft by-laws on 26 February 1958 which were formally adopted by Staff Council on 12 January 1960.
The by-laws state that Staff Council is an organization of faculty and professional research staff of the Scripps Institution of Oceanography. It functions as a forum for its members, advises the local administration of the opinions of its members and aids the local administration as circumstances permit.
SIO Staff Council included committees beginning in 1958. Some of these committees, such as the Library Committee, the Marine Operations Committee, and the Building and Campus Development Committee, were longstanding Scripps committees that were subsumed under Staff Council. Other committees were created as need arose over the years. During the period 1959 to May 16, 1961, Staff Council and the emerging University of California, La Jolla Academic Senate met jointly.
On May 11, 1960 at such a joint meeting, the Committee on Committees proposed a roster of committees for the organization. Some of these addressed educational policy and budget and subsequently became committees of the Academic Senate.
