Biographical History
Samuel Pennypacker -- governor, jurist and historian -- was born in Phoenixville and educated at the University of Pennsylvania where he studied law. He was called to the bar in 1868 and elected president of the Law Academy of Philadelphia. In 1889, he became judge of the Court of Common Pleas and remained in that post for 20 years.
Pennypacker became governor of Penn. in 1902. He built a new capitol building and organized the health and highway departments as well as the State Constabulary. He later served as president of the Historical Society of Penn. Pennypacker was the author of several books of history, politics and law including, Pennsylvania, the Keystone; and Supreme Court Reports (4 vols.).
