Biographical History
Arthur Atwood Ballantine (1883-1960), tax expert, was appointed to a three-man committee to advise the Commissioner of Internal Revenue on legal questions arising from the new war revenue laws, particularly the excess profits tax enacted in October 1917. He became Solicitor of the Internal Revenue Service in 1918 and, in 1927, was named as an advisor to the Treasury Department and the Joint Committee of Congress on Internal Revenue Taxation. Ballantine served as Undersecretary of the Treasury from 1931 to 1933 during the Herbert Hoover administration.
