Biographical History
Migrated from Ireland with his family 1870; admitted to the Bar 1876; entered politics in 1894; Attorney-General in Watson's Labour Ministry of 1904; Justice of the High Court from 1906 and President of the Federal Court of Concilation and Arbitration 1907-1922.
Born in Ireland, the son of Methodist Minister. Arrived at Port Phillip, 1870. Started work as a teacher, but gave it up to get M.A. and LL.B. degrees, doing some coaching at the same time. Established his reputation as a barrister. On the Council of Melbourne University for 37 years. Was elected to Parliament in 1894 and to Federal Parliament in 1900. In 1904 he became Attorney-General. In 1906 was appointed a judge of the High Court. In 1907 he became President of Arbitration Court. Brought forth principle of the basic wage. Resigned from Arbitration in 1920. His interest in the Federal constitution led him to study the American system.
