Charles F. Kindred was a Republican Party politician of Philadelphia, where he was "ward boss" of the 29th Ward during the 1890s, as well as a member of the Republican State Committee for the year 1897-1898. He was also president of the Philadelphia Times newpaper between 1899 and 1902. Kindred also served as the local general agent for the Philadelphia & Reading Railroad Company and used his political influence to aid the Reading in several important terminal improvement projects around the city, which were bitterly opposed by the rival Pennsylvania Railroad Company. Chief among these was the construction of Reading Terminal at a central location on Market Street and the elevated railroads necessary to reach it.
