Biographical History
James Paul Mitchell (1900-1964) was an employee of Western Electric Manufacturing Plant in Kearney, New Jersey, from 1929 to 1932. From 1932 to 1936, Mitchell was Director of the Emergency Relief Administration in Union County, New Jersey, and from 1936 to 1940, he was the Personnel and Training Director for Western Electric. During this period, Mitchell was loaned by Western Electric to become Director of Employment of the Works Progress Administration (WPA) in New York City under the direction of General Brehon B. Somervell. From 1941 to 1945, Mitchell was a member of the Building Trades Stabilization Board and an alternate member of the War Manpower Commission. From 1942 to 1945, he was Director of the Industrial Personnel Division, Headquarters of Army Service Forces in Washington, D.C. There he was responsible for labor and manpower problems effecting Army production and received a citation for maintaining war production. From 1943 to 1945, Mitchell was a member of the Joint Army-Navy Personnel Board, and from 1945 to 1947, he was Director of Personnel and Industrial Relations for R. H. Macy and Company in New York City. From 1947 to 1953, he then served as Vice President for Labor Relations and Operations for Bloomingdale Brothers (Federated Department Stores) in New York City. In 1948, Mitchell became a member of the Personnel Advisory Board of the Hoover Commission, and from May to October of 1953 he worked as Assistant Secretary of the Army for Manpower and Reserve Forces Affairs. From 1953 to 1961, Mitchell served as Secretary of Labor, and then was a Republican candidate for Governor of New Jersey in 1961. From 1961 to 1964, he was Vice President and Director of the Crown Zellerbach Corporations in San Francisco, and in 1963 served on the Board of Directors and was National Brotherhood Chairman, National Conference of Christians and Jews.
