These papers were created by Dr. William Hayne Mills during his service on the Citizens Library Association board of directors. During his one year term as its president in 1941, working with the South Carolina Library Association, a major effort was made to introduce legislation which would establish 4 statewide library systems. Dr. Mill's advocacy was particularly strong because he anticipated that the work projects administrative statewide library project would be reduced in 1941.
