George Percival Scriven (b. Feb. 21, 1854, Philadelphia, Pa.-d. March 7, 1940), Brigadier General and chief signal officer of the Army, graduated from West Point in 1878. He served in the Philippines, Cuba, and China. After retiring from the Army early in 1917, he was designated military attaché in the American Embassy, Rome, Italy, acted as observer with the Italian armies, and served with Italian troops in the Balkans during World War I.

Scriven was a West Point graduate in Jun 1878; returning later as an instructor in 1880-84. He served as a commissioner of the Columbian exposition; first military attaché to Italy during the coronation of Nicholas II; and finishing out his career as a military observer between Turkey and Greece. Writer of several military subjects and gold medalist of the Military Service Institution.
