Biography

Carlos J. Moorhead was born on May 5, 1922 in Long Beach, Calif. He graduated from Hoover High in Glendale (1940), UCLA (1943) and, after serving in WWII, USC Law School. He became the Representative for the Forty-third Assembly District of California from 1966 until 1972. During his tenure, Moorhead was vice chair of the Natural Resources, Planning and Public Works Committee, and a member of the California Law Revision Commission. Moorhead left the Assembly after being elected in 1972 to the U.S. House of Representatives. Upon beginning his term in the House in 1973, Moorhead served on the Judiciary Cte during the impeachment hearings of President Nixon. He served as Vice Chair of the Energy and Commerce Cte and of the Subcte on Intellectual Property and Judicial Administration. He also was Republican dean of the California congressional delegation and was appointed to serve on the Federal Court Study Commission by Chief Justice William H. Rehnquist. Moorhead was a founding member of the California Institute for Federal Policy, a think tank formed to help inform California's congressional members.
