Biographical History
Joseph H. Blatchford was born June 7, 1934 in Milwaukee, WI and moved to Beverly Hills, CA as a child. He attended the University of California at Los Angeles, and has a JD from University of California at Berkeley Law School. In 1959, Blatchford went on a good will tour of Latin America which promoted him to found ACCION International to send volunteers to South America. He was appointed director of Peace Corps in 1969, by Pres. Nixon. As director, he made changes in Volunteer support services and created New Directions to revitalize Peace Corps applicants. He resigned from the Peace Corps in 1972 and later joined The Livingston Group as an international trade lawyer and lobbyist. He was also active in helping negotiate and obtain passage of the North American Free Trade Agreement and the Caribbean Basin Initiative and the Andean Trade Preference Act.
