Biographical History

The Kansas Council for Children and Youth (KCCY) was organized on October 23, 1942, to carry out in Kansas the recommendations of the 1940 White House Conference on Children in a Democracy. The defined function of KCCY is to work with other organizations and individuals to promote the well-being of children and youth in Kansas. This is done by increasing the public awareness of the needs and problems of children, expansion of physical and mental health facilities in Kansas for children and youth, monitoring the justice system, updating child labor laws, improvement of Kansas schools, and planning for and implementing the recommendation of the decennial White House Conferences on Children and Youth. KCCY is financed by individual and agency memberships and private organizations. Esther E. Twente was the organizer and first chairman of KCCY. She also served as chairman of the Department of Social Work at the University of Kansas.
