Biographical History

The State Manpower Council was established by Executive Order of the Governor in 1969, expanded in 1971 and designated the State Manpower Planning Council, and replaced by a new State Manpower Council in 1975. By 1977 staff of the Manpower Council had become the Governor's Manpower Office and the Manpower Council was renamed the Manpower Services Council. In 1979, Executive Order 14 split the functions of the Office and Council and transferred them to a new Governor's Employment and Training Office (WIHV85-A902) (with an associated State Employment and Training Council) and to the Employment and Training Services Division (WIHV85-A795) in the Department of Industry, Labor and Human Relations (WIHV85-A482). The records of all these councils, 1969-1979, are cataloged under this name in Wisconsin State Archives' database entries.

The council coordinated state-wide efforts to identify employment needs and to respond with appropriate educational and training programs. After 1975, the Council was an interagency intergovernmental advisory body responsible for coordinating federal and state manpower related programs as part of the Comprehensive Employment and Training Act (CETA). Among the specific charges of the Governor to the Council were: (1) reviewing the plans of Prime Sponsors and manpower-related state agencies and making recommendations designed to enhance coordination of manpower efforts statewide; (2) assessing the availability, adequacy, and effectivemenss of manpower related programs; and (3) recommending to and assisting the Governor in seeking appropriate manpower legislation.
