Biographical History

The Highway Repair and Debris Clearance Committee was jointly appointed by the Department of Public Works and the Conference of Mayors in 1941. The Committee consisted of three representatives from the Department of Public Works, two city engineers, two county superintendents, one town superintendent and one village engineer.

The plan developed by the Committee was patterned after the system established in London. The plan designated a site for a central pool of equipment and personnel that would be available on short notice for work on a stricken area. The plan provided for an orderly and quick procedure for the full utilization of whatever units of the extensive highway maintenance resources would be needed, based on the extent and seriousness of the emergency.
