Biographical History
James Otto Richardson was born in 1878. The U.S. Fleet Commander at the beginning of World War II, Richardson had told Franklin Delano Roosevelt that it was dangerous to move the Fleet from California to Hawaii in 1940. However, Roosevelt did not heed Richardson's advice, and this along with other differences between the two led Richardson's relief from command in 1941. He retired in October 1942. However from June 1944 to April 1945 he headed a joint task force that studied the possibility of unifying the Armed Forces. Richardson closed all active duty activities in March 1946. He died in 1974.
