Biographical History
Chaplin was born in Nebraska in 1860 and moved with his family to Laramie, Wyoming, in 1873. He soon began working in the newspaper plant of the Laramie "Independent." In 1881 he was one of the original stockholders of the "Boomerang." He retained interest in the "Boomerang" until 1890 and, when it was sold in, he founded the Laramie "Republican," which he edited the until 1920. Chaplin was one of the members of the Wyoming Constitutional Conventionin 1889 and was Secretary of State of Wyoming from 1919 to 1923.
